Position: Affordable Housing Development Manager/Director

Position Summary:
The Affordable Housing Development Manager will lead and manage the development of
affordable housing projects from concept to completion. This role requires expertise in utilizing
various affordable housing funding programs, including Low-Income Housing Tax Credits
(LIHTC), HOME Investment Partnerships Program (HOME), Housing Trust Fund (HTF),
Affordable Housing Program (AHP), and other similar funding sources. The Development
Manager will be responsible for overseeing project feasibility, securing financing, coordinating
with stakeholders, and ensuring that projects are delivered on time, within budget, and in
compliance with all regulatory requirements.
Key Responsibilities:
Project Management:
. Lead and manage all phases of affordable housing development, including site acquisition,
due diligence, design, financing, construction, and lease-up.
. Develop and manage project budgets, schedules, and financial projections.
. Coordinate with architects, contractors, consultants, community members, and other
stakeholders to ensure project milestones are met.
. Ensure compliance with all local, state, and federal regulations, including those specific to
affordable housing.
Funding and Financing:
. Prepare and submit applications for affordable housing funding sources, including LIHTC,
HOME, HTF, AHP, and others.
. Work with financial partners, investors, and lenders to secure project financing, including
debt and equity.
. Monitor and manage project cash flow, draw requests, and financial reporting to funders
and investors.
. Stay informed about changes in funding programs and regulations that impact affordable
housing development.
Stakeholder Engagement:
. Build and maintain relationships with community stakeholders, government agencies,
nonprofit organizations, and private sector partners.
. Coordinate community outreach and engagement activities to ensure projects align with
community needs and gain local support.
. Represent the organization at public meetings, hearings, and other events as needed.
Regulatory Compliance:
. Ensure all projects comply with funding requirements, including income targeting, rent
restrictions, and long-term affordability covenants.
. Oversee the preparation and submission of compliance reports to funders and regulatory
agencies.
. Manage project closeout and transition to property management, ensuring all compliance
and reporting requirements are met.
Team Leadership:
Provide guidance and support to junior staff and interns involved in affordable housing
development.
. Collaborate with other departments, including finance, legal, and property management, to
ensure successful project delivery.
. Contribute to the development and implementation of organizational strategies related to
affordable housing development.
Qualifications:
Education:
. Bachelor’s degree in Real Estate, Urban Planning, Public Administration, Finance, or a
related field. A Master’s degree is preferred.
Experience:
. Minimum of 5 years of experience in affordable housing development, with a proven track
record of successfully completing projects utilizing LIHTC, HOME, HTF, AHP, and other
similar funding programs.
. Extensive knowledge of affordable housing finance, including debt and equity structuring,
tax credits, and public financing tools.
. Experience in managing multifamily housing projects from inception through completion.
Skills and Abilities:
. Strong project management skills, with the ability to manage multiple projects
simultaneously.
. Excellent financial analysis and budgeting skills.
. Ability to navigate complex regulatory environments and ensure compliance with funding
requirements.
. Strong written and verbal communication skills, with the ability to present to a variety of
audiences.
. Proficiency in Microsoft Office Suite, particularly Excel, PowerPoint, and Word, and
familiarity with project management software.
Certifications:
. Professional certifications in affordable housing development or finance (e.g., HCCP, NAHP)
are a plus, but not required.
Work Environment:
. This position is based in an office environment but will require occasional travel to project
sites, meetings, and conferences.

20+ nonprofit organizations and community leaders, Steps convenes and provides space for the
community to define and advocate for its priorities – to build capacity and leadership and

collaboration among its members. Steps works with community organizations as part of a
