Job Description

The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1. GENERAL: This is a non-personal services contract to provide Protestant musician services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services: The contractor shall provide Protestant musician services in support of the DMPC program at TAMC, Honolulu, Hawaii. The musician should provide appropriate musical support during the designated worship service. Music is an essential element of worship. Support Program is to insure the free exercise of religious preference, which is a statutory requirement under USC Title 10. Worship Services are a Statutory (Title 10) Essential Element of Religion.

1.3 Objectives: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the required Protestant musician services as defined in this Performance Work Statement, except for those items specified as government furnished property and services in Part Three of this document. The contractor shall perform to the standards in this contract.

1.4.1 Personnel:

(1) The musician must be intimately familiar with the Protestant Services and its liturgical requirements to provide musical leadership for Sunday Protestant Services.

(2) Lead and select the proper hymns, choruses, and spiritual songs; perform preludes; postlude; offertory; and background for meditation and prayers; that enhances the atmosphere of worship for the particular congregation. Play prelude 15 minutes prior to designated Worship Service/Ceremony start time and postlude of at least 5 minutes at the conclusion of the Worship Service/Ceremony. The Government reserves the right to give final approval of all priests proposed to serve under this contract, based upon qualifications as set forth in paragraph 1.4.2.

(3) No lapses in contract services are authorized. The contractor may provide alternate musicians in the event of a planned or unplanned absence. Any alternate must meet the qualifications of this paragraph and paragraph 1.4.2 (Qualifications).

1.4.2 Qualifications: The musician and any alternates proposed, shall meet the following qualifications:

(1) Demonstrated ability to satisfactorily sing and play the identified instrument(s), such as piano and/or organ, available to the congregation.

(2) Demonstrated ability to satisfactorily play all selections in the Armed Forces Hymnal and other hymnals and/or song books designated by the Pastor.

(3) Demonstrated ability to communicate effectively in English for coordination with the Pastor and/or his/her designated Worship Leader and for satisfactory completion of the administrative tasks required of a contractor.

(4) Demonstrated understanding of the musical needs of the supported congregation.

(Chaplain/Pastor of the congregation to be supported certifies that the potential contractor is knowledgeable and able.)

1.4.3 Services: A general overview of required services is listed below; however, required specific tasks for performance of these services can be found in Part Five of this document. Designated contractor shall perform the following:

(1) Provide non-personal services as a Musician (pianist/organist).

(2) Provide Worship Service/Ceremony Support (Regularly Scheduled): Play the piano/organ for the designated Worship Service or Ceremony including: accompany singing of hymns, choruses, and spiritual songs; perform preludes; postlude; offertory; and background for meditation and prayers; that enhances the atmosphere of worship for the particular congregation. Play prelude 15 minutes prior to designated Worship Service/Ceremony start time, and postlude of at least five (5) minutes at the conclusion of the Worship Service/Ceremony.

1.4.4 Hours of Performance: The following current schedule of events is provided for planning purposes and is subject to change by publication in the weekly chapel bulletin and/or announcements during the Worship Service.

Sunday Morning Protestant Service: 0845 – 1005

1.4.5 Standards of Conduct:

(1) At all times during the performance of this contract, the contractor shall present a neat and well groomed appearance appropriate to the conditions under which the services are being conducted.

 (2) Security.

i. Security Identification Badges. The Contractor and contract personnel shall comply with the local installation and Military Treatment Facility (MTF) personnel identification and access requirements while on site.

While on site, each contract personnel shall wear visible security badge identification, provided by the military installation or the MTF, on the front of his/her outer clothing. The badge must show the full name, title and if required by the Military the word “Contractor” in front. The Government Representative will provide the paperwork to request identification badges.

The Contractor is responsible for absences of contract personnel due to expired identification and access documents. Such absences shall not relieve the Contractor of its obligation to perform the healthcare services required under this contract.

The contract personnel shall immediately report any lost or stolen badges to the Government Representative.

The contract personnel shall turn in all identification badges to the Government Representative, or his/her designated representative upon termination of their services under this contract.

ii. Vehicle Registration. The MTFs are located on restricted access military installations. The

Contractor/contract personnel shall comply with the local installation requirements for vehicle registration and operation on the military installation. All contract personnel must register their vehicles with the office responsible for vehicle registration to gain access onto the military installation. A valid driver’s license,

Government-furnished civilian identification, proof of insurance and current registration must be presented to the Provost Marshal’s Office, at which time a DoD decal will be issued. The decal shall be placed on the vehicle’s front windshield in accordance with instructions.

All vehicles, with or without a DoD decal, are subject to search. Contract personnel may encounter long delays for vehicle inspection and identification checks upon entering and exiting the installation. The Government will not reimburse the Contractor for time spent at installation checkpoints. Contract personnel must plan accordingly and report to work at their scheduled duty time, at their appointed place of duty within the MTF.

Contract personnel shall follow installation procedures for removal and turn-in of the vehicle decal upon termination of services under this contract.

1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four

(4) 12-month option years.

5. SPECIFIC TASKS:

5.1 Service Requirements: The contractor is expected to provide and/or perform the following for performance of duties under this contract:

(1) Communicate with the chaplains, plan and coordinate all musical selections with the Chaplain/Pastor of the congregation or his/her designated representative to select music in keeping with the theme of the worship service/ceremony.

(2) Select and play piano/organ for preludes, postlude, offertory, and background for meditation and prayers that enhances the atmosphere of worship for the particular congregation.

(3) Coordinate with the Chaplain and adjust tempo, and style of accompaniment to enhance the congregation's ability to participate in worship through the singing of hymns, choruses, and spiritual songs.

(4) Notify the Chaplain/Pastor concerning any maintenance problems or requests concerning the instrument(s) of the chapel facility.
