What is the Opportunity?
The Senior Manager, Business Continuity Management (BCM) & Operational Resiliency is responsible for the design, execution, reporting, and oversight of the Business Continuity Management and Operational Resilience Programs within RBC Bank. This role includes monitoring and reporting that will ensure that appropriate risk mitigation strategies are established and integrated with Operational Risk Management, such that all stakeholders understand their accountabilities in being compliant with applicable regulatory requirements related to BCM/Ops Resiliency. Ensures all Business Lines meet the maximum level of preparedness, conforming to policy, regulatory compliance imperatives and industry standards for Incident Management, Business Continuity Planning (BCP) and Operational Resiliency. Acts as a subject matter expert to business line leaders to this end. Facilitates creation of the high-level strategies and tactical plans providing support throughout RBC Bank. In tandem with business unit Executive and Senior Management, ensures operational risk relating to Business Continuity is identified and mitigated.
What will you do?
Business Continuity Management:
Serve as the point of contact for RBC Bank’s Business Continuity planning, maintenance, testing, and event execution
Partner with Business leaders to create, coordinate and maintain resilient response plans for the Business Line(s) of responsibility, and RBC Bank as a whole
Responsible for the facilitation and documentation of BCM Plan Development/Maintenance, Research, Reporting, Compliance, Testing, Resource Management, Communication and Incident Management
Manage and update RBC Bank Business Impact Assessments including the identification of gaps and workarounds
Identify technology and third party suppliers required for business continuity and ensure plans are documented and tested
Identify and document dependencies across internal teams, applications and suppliers
Provide support to the RBC Bank Incident Management Team and maintain a working relationship/liaison with other Incident Management Teams
Keep abreast of changes and new developments relating to RBC Bank products, services, operational processes, information technologies and compliance imperatives – as they relate to continuity risk profiles and risk thresholds
Track the resolution of all BCM control related deficiencies within segments of responsibility (e.g. Internal Audit, MICR, BCP Readiness slippage)
Partners with Technology to ensure disaster recovery plans are tested for RBC Bank technologies
Facilitate and document operational risk scenario analysis with RBC Bank leaders
Operational Resiliency:
Update and maintain the inventory of Critical & Significant business services, ensuring Lines of Businesses key processes are identified, inventoried, mapped from an end to end perspective across RBC Bank
Plan and conduct table-top scenario exercises and assess control environment with key stakeholders to determine whether recovery within impact tolerance is possible
Validate and document scenario testing outputs, gaps identified, and remediation required
Assess the risks, failure points, gaps and vulnerabilities in the critical processes to prioritize recommendations and remediation
Collaborate with Operational Risk colleagues and risk domain experts (e.g. Third party risk, Business continuity management, Cyber/IT, Conduct, Data risks, etc.) to develop a comprehensive perspective of operational resilience.
Monitoring and Reporting:
Develop and manage of key risk indicators for RBC Bank to measure, analyze, monitor and report on resilience posture.
Develop and support the delivery of training and awareness programs to ensure proper understanding and implementation of Business Continuity and Operational Resilience.
Ensure controls related to business continuity and operational resiliency are executed and monitored
Provide senior management reporting to committees on the overall program
What do you need to succeed?
University degree or equivalent
Operational Resilience and Business Continuity Management background
7+ years work experience
Experience in implementing risk management practices in the financial services industry
Strong understanding of Operational Resilience and Business Continuity Management
Knowledge of regulatory requirements and leading practices regarding Operational Resilience
Execution of policies and procedures and proficient in risk management methodologies
Excellent interpersonal skills with a strong customer service focus
Experience in identifying and implementing appropriate controls for effective risk mitigation
Experience in defining and implementing effective management reporting
Experience working in a complex, matrix environment and proactively managing a diverse set of stakeholders.
Experience in implementing practical communication strategies to ensure that policies are understood and are adhered to
Operational Risk background preferred
