The pay range for this position is $28.74 - $38.85 per hour
The State of New Hampshire, Department of Safety, Division of Fire Safety, has a full-time vacancy for Program Specialist IV. This position has a 37.5 hour work week and is considered non-exempt.
SUMMARY: Plans the development and modification of data, policies and procedures of the State Building Inspection Program for the Division of Fire Safety. Conducts and supervises building inspections to ensure compliance with permits, construction plans, state laws and state fire codes. Evaluates and adjusts operational procedures to achieve program efficiencies and improve overall effectiveness.

MINIMUM QUALIFICATIONS:
Education: Master's degree from a recognized college or university with major study in building safety, fire protection engineering, fire science or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Four years' professional experience in building safety, fire protection engineering, fire inspection, fire prevention, or a related field, with responsibilities in program research, planning, monitoring, and evaluation.

Education: Bachelor’s degree from a recognized college or university with major study in building safety, fire protection engineering, fire science or a related field.
Experience: Five years’ professional experience in building safety, fire protection engineering, fire inspection, fire prevention, or a related field, with responsibilities in program research, planning, monitoring, and evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: Eligibility for a driver’s license.
PREFERRED QUALIFICATIONS: Certified Building Inspector or equivalent.
SPECIAL REQUIREMENTS:
Selected candidate will undergo a fingerprint-based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.
RESPONSIBILITIES:
Reviews, modifies and implements professional and technical fire safety standards under the direction of the Deputy Fire Marshal and according to departmental guidelines.
Oversees and evaluates the state building permit and inspection program ensuring compliance with state laws and state fire codes; conducts inspections of all new construction projects in state buildings and others as required in RSA 155-A and Saf-C 8100.
Develops and implements training programs for fire safety personnel related to fire protection, fire prevention, and building code inspection procedures.
Assists the bureau supervisor by providing city and town officials with technical knowledge regarding building code and building safety laws, rules, and statutes.
Reviews building code inspection reports and makes recommendations for uncorrected hazards and recommends corrective action as required.
Provides advanced and highly technical building safety and code analysis research, makes recommendations to the State Fire Marshal, and attends meetings and administrative hearings as necessary to provide expert opinion.
Evaluates the development and implementation of plan review and inspection procedures to assure effective application of the state building and state fire code assuring there is no conflict.
Evaluates work performance of subordinate employees at least once per year, including assessing training needs for the purpose of staff development. Recommends hiring and firing of employees and disciplines staff, including solving personnel problems and implementing corrective measures.
