Overview

The Climate Change Data Analyst is an exciting and dynamic position in the state's Climate Action Office located in the Secretary's Office of the Agency of Natural Resources (ANR). The Vermont Climate Action Office (CAO) coordinates and provides significant expertise and capacity on state-led climate initiatives, as well as the monitoring, assessment and tracking of climate adaptation, mitigation, and resilience activities necessary to evaluate progress over time in achieving the requirements of the Global Warming Solutions Act (GWSA). The primary responsibilities of this position include the preparation of the state's annual Greenhouse Gas (GHG) Inventory, including researching and implementing enhancements to the methodology; the development and long-term management of supporting supplemental analyses to the GHG inventory, such as the life-cycle analysis of Vermont's energy use; the scoping and development of a new data tool that will measure and track the progress of meeting the state's climate action goals over time; and ultimately coordinate the monitoring, assessment, and tracking of climate adaptation, mitigation, and resilience activities necessary to evaluate progress over time in achieving the requirements of the GWSA. While the primary functions of this position will be the development and communication of data, this position will work closely with other members of the Climate Action Office to support specific mitigation, resilience, or natural and working lands initiatives through the interpretation of data for discrete projects. Supervision may be exercised over technical, clerical, temporary, and contractual employees. The position requires strong data skills and specific expertise in greenhouse gas emissions data and tracking. Other skills include ability to manage independent projects and contracts, as well as a strong ability to communicate effectively with a diverse range of audiences, including ANR leadership and their counterparts in other state agencies or departments, staff in other state agencies or departments, members of the legislature, members of the Vermont Climate Council, representatives of a variety of interest groups, and to the public in general. This position is within the Climate Action Office and is supervised by the Program Manager.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.

OR

Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.

OR

Five (5) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
