Job Description

We are seeking a Program Quality Specialist - Early Intervention & Inclusive Practices who will oversee the implementation and evaluation of evidence-based practices, particularly Routines Based Interviews (RBI) and Reflective Coaching, in support of Maryland?s State Systemic Improvement Plan (SSIP). The candidate will work with leadership officials from the Maryland State Department of Education, administrators from local jurisdictions, and practitioners from those locations, to conceptualize, develop, deliver, monitor, and evaluate training in the RBI and Reflective Coaching that leads to the certification of participants in these evidence-based practices. 

Specific Duties & Responsibilities

  • Develop and refine a statewide model for implementing and sustaining RBI and Reflective Coaching.
  • Coordinate with state and local leaders to plan and execute training sessions, ensuring certification of practitioners in evidence-based practices.
  • Organize and lead collaborative planning sessions to identify training participants, finalize curricula, and schedule comprehensive training programs.
  • Lead the creation of training materials and assessment tools that reflect current educational standards and best practices.
  • Provide ongoing professional development and support to childcare professionals, teachers, and administrators through demonstration lessons and coaching.
  • Ensure that training and support activities are aligned with local, state, and federal educational standards and mandates.
  • Design and conduct follow-up evaluations to assess the effectiveness and fidelity of the implemented practices.
  • Work closely with leadership from various educational agencies to align goals and ensure effective program outcomes.
  • Stay abreast of the latest research and developments in early childhood education and special education.
  • Conduct independent assessments of training outcomes using collected data and video submissions from RBI trainees to certify or provide feedback.
  • Maintain certifications as a state or national RBI trainer and/or a Master Coach in Reflective Coaching.

Special Knowledge, Skills & Abilities

  • Knowledge and experience with a variety of research-based developmental and educational strategies designed to meet the needs of young children with disabilities that can be shared with stakeholders toward supporting increased inclusive programming for children in community and school-based settings.
  • Significant experience in designing and delivering highly effective staff training that produces tangible skill development for participants.
  • Demonstrated level of data collection and independent observational analysis as this position is responsible for the collection, review, and assessment of RBI trainee? submitted video evidence that leads to certification or Reflective Coaching logs.
  • State or nationally certified RBI trainers and/or Reflective Coaching Master Coaches.




Minimum Qualifications

  • Bachelor's Degree in Early Childhood or related field.
  • Three years related experience.




Preferred Qualifications

  • Master of Science or Education in Early Childhood Special Education.
  • Comprehensive experience across school district and community-based settings.
  • Demonstrated ability to develop and deliver effective training materials and manage comprehensive educational projects.
  • Strong organizational and communication skills to manage multiple projects and collaborate with diverse teams.
